[carpe] website uplift

I was asked about 'commits' to facilitate and update of the 
CARPE website, and as there is some PII in the COLUG site 
which needs to be elided, had to decline

That said, I believe there is a GitHub account for the group, 
and with minimal DNS changes, it is possible to use their 
'Pages' facility to put up a website

Jim, do I recall correctly that a domain is held for CARPE 
matter?  If so I can add some DNS to make it work
