[colug-432] Open Source hosting

I'm looking for a place to host an open source project.  My requirements 
are:

- It must be non-proprietary
- prefer shell access, can live with ftp
- I can write my own web pages, not a generic page
- svn
- mail lists
- bug tracker

Is there anything like this out there anymore?  If I can't find 
something suitable I'm just going to host it myself and any 
recommendations there are welcome as well.
