Try it. If the symptoms disappear, then your keyboard is OK. 
However, your docking base's PS/2 port might not be truly native 
PS/2, so if the symptoms persist, try a truly native PS/2 port. 
I can give you an old PC for testing. 

Unicomp has keyboards with native USB interface. 
Unicomp also has keyboards with the Ctrl key in the correct place. 
I don't know if you can get both in the same keyboard.
