As many in the industry have suspected, the New York Times is reporting
today that the United States and Israel were behind the Stuxnet attacks
on Iranian Nuclear Facilities. 

How does this fit in to the rules of war, and what constitutes a
military attack on a foreign goverment?

How about reparations for those civilian agencies that were impacted by
Stuxnet?
