I think it's just to make it hard to do a hard reset. There's probably also a 
soft reset that's more straightforward (usually hold reset while powering on). 
This looks like a variant of the "30-30-30 reset" that the router mod 
community talks about a lot, so it's not really uncommon.

It's also a good reason to rediscover the old "xclock -update 1" command. :-)
