One line of thought is that the ISPs will respond to market pressure to "do
the right thing" and allow equal access to all traffic (and thus any
attempt at mandating this through regulation is unnecessary government
overreach).  However, given how hard the ISPs have worked (and continue to
work) to squelch competition, I don't think we can rely on market forces to
be effective here.
