[colug-432] Road Runner speeds

Has anyone noticed faster speeds from road runner lately?  They've
always given me 10% more than they were supposed to since way back when
I had 3 Mbps (or was it 5).  Now it is 20% more.  I've heard they were
gearing up for 100 Mbps, or possibly more in Columbus.  I also heard
from an employee that would be symmetric, but I'm not sure I believe that.
