If for some reason a manpage isn't available (i.e. not installed) - http://linux.die.net or try throwing '--help' at a command. That'll usually give you at least a summary of available options.

Beyond the manpages and --help though is, through experience, picking up, getting comfortable and becoming familiar with the conventions of things like one dash vs two dashes.  Not every command* follows this convention, but most do.

* imagemagick is a good example - it uses word flags prefixed by a single dash. This is most likely because there are about a bajillion IM options/flags and only 26 letters in the English alphabet so every flag for imagemagick AFAIK is a word.
