Thanks, Rick. I went ahead and removed vsftp.

All, Google then told me I could run sftp in debug mode. Upon more
diggint, I wasn't even sending the private key.

Solution appared to be

c:\>"C:\Program Files\PuTTY\psftp.exe" -load "PSFTP"
where PSFTP was the name of my successful PuTTY session.

It wouldn't work for awhile but then, suddenly it did.

So, all seems to be good. For now. Fingers X'd.
