[colug-432] meta: colug mailman configuration

Is there some setting that can induce mailman to do the right thing and
serve the appropriate content type (and/or wrapper) when serving an html
file?

E.g.,
http://lists.colug.net/pipermail/colug-432/attachments/20190923/a53cc02a/attachment.html

renders as raw text in Safari, Chrome, lynx...
