<p dir="ltr">From what I have heard they have nothing to do with the Internet.  They are gambling halls that have (until now) avoided closure for illegal gambling by using &quot;phone cards&quot;.  You can win minutes or points that are put onto a card you purchase from the cafe.  You can of course sell the card back to the cafe at anytime for cash.  </p>

<p dir="ltr">With the legal gambling (new casino &amp; state lotto) revenue being down they are taking out competition :)<br><br></p>
