The bar code often reflects a UPC ... formerly (it has been 20 
years since I last worked with this stuff) the left side of a 
UPC: 99167 was a delegation to a manufacturer, and the right 
side: 21015 was within a 'namespace' delegated for management 
to that manufacturer

I suspect, but do not know, that the leading '0' and trailing 
'5' are ways that industry has extended the rather small 
initial namespace, but as I no longer follow this, this is 
just speculation
