Not sure exactly what you're looking for.  Did you have a particular app or task in mind, or just want to browse?  One of the best ways I've found the cream of the crop for doing specific thing X over the years has been word of mouth recommendations.

I haven't used it for a while so I'm not sure where it stands, but I used to use freshmeat.net all the time. You could also try sourceforge.  IIRC both of those mostly deal in source (hence the name), but packages are provided for some things.
