There is a distinction between _requiring_ that changes be 
released, and not requiring that changes be released, 
but if they are released, requiring particular licensing terms 
on the changed code. 

Which open source licenses _require_ than any changes be released, 
neverminding under which license the changes would have to be 
released? Start studying at http://opensource.org/licenses.
