Red Hat and Fedora have been building out of VCS's for a while 
now.  SRPMS have been an end product from an 'rpmbuild', and a 
convenient encapsulated form to meet 'source code 
availability' requirements of the GPL and some other licenses

But RPM (the package manager) itself is slated for a 
replacement a few Fedora release cycles out (and yum for the 
same fate).  I would not expect before RHEL 8 timeframe at 
the earliest, for a turn-down of SRPM availability
