[colug-432] Insight down load speed.

TWC, not Insight, and I get 2 sec pings lately.  Power cycle the
cablemodem (or reboot it via the interface) and pings are 100, 300,
500 ms for a while, but then creep back up.  Weird.

Historically, TWC has been good, especially when on biz class.  But
when I changed jobs, I had to pick up paying for it.  I THINK they
downgraded me.  (But they did not change any HW here.)

Have had SEVERAL problems with the cable in the ground (between house
and the nearest cable hub).

Recently thought I had yet another wiring problem, but no, they
changed out the cablemodem.  I forget what we had before, but the new
one is a Motorola "SurfBoard" SBG6580.  This came with four ports (so
do I need my NetGear router?) and WiFi (which does not appear to work,
so I still need the NG box).

For better or worse, they left some admin controls open to me.  This
has been pretty essential because it lets me set the DMZ traffic to go
to the correct box, stuff like that.  Helps that I can also manage the
DHCP settings.  And I can eyeball the connection (four channels down,
one up).  There is a field for "Configuration File", but it's blank.

Thought maybe the problem was a heavy neighbor, but the repeatable
degradation slope combined with other hints in this discussion make me
wonder if my line is profile capped.
