Last night starting around 9-9:30 I was getting 80-90% packet loss on pings 
to OSU (which do go through Chicago these days), and basically couldn't get 
a usable connection anywhere I tried. It's fine this morning though.

I don't use TWC's servers though, so I didn't check those.
