[colug-432] Packet Loss

Interestingly, when I tried mtr-ing a machine at OSU I did end up going
through Chicago as well and getting lots of packet loss. This was about 7:00pm.

However, this morning everything seems to be working now. I'm not getting any
packet loss through Chicago anymore.
