[colug-432] Photo digitization recommendations?

I have an HP scanner that I used about 4 years ago to scan old family
photos.  With Linux.  I think it took about 30 seconds a scan, but I don't
remember for sure.  I could not get the slide scanner adapter it to work
with Linux, though.  Had to run that function with Windows.  You can borrow
it, if you would like.  I ended up with about 3GB of files by the time I
was done

I don't have any real recommendations for your other questions, though.
Some sort of LAMP app would probably work.
